Abstract
It has presented in this article the systematic review of the state of the holistic models identification art for the implementation of electronic government structures (eGovernment), where it can appreciate the alignment toward related international frameworks and standards. The object of the review is to identify the critical factors of success or failure in the implementation processes of eGovernment following a list of common predetermined activities by such models. For systematic review, identification consultation were defined first (query research questions) which were going to direct the search. Then, it was determined the search strategy based on papers data such as Scopus, ProQuest, IEEE Xplorer and Science Direct. 149.657 related studies were obtained; after the application of the exclusion criteria, it was obtained a final sampling of 397 articles considered as primary useful studies for our investigation. The process previously described followed the guidelines proposed by Kitchengam [20]. The results obtained allows us to analyze the art state of the eGovernment implementation process, and identify the methodological breach for this process that is reflected in the quality of the implemented structures and also in the services provided by the public entities involved.
