Abstract
In Bolivia, Peru and Ecuador informal potato seed systems are much more important than formal systems. National seed projects recognize complementarities between the two systems and are seeking to link them. Arguments used to underpin linkages are assessed in the light of available evidence and accepted with some reservations. Project strategies have ranged from seed injection with minimum intervention to extensive reform of the informal system. All of the projects have met with some success. A number of general lessons are drawn for tapping the potential of informal seed systems.

PAPA were implemented with their respective national research centers, finance from the Swiss Development Corporation (SDC) and technical support from the International Potato Center (CIP) which helped ideas to flow between projects (Brown and Schei-degger, 1995, p. 31). PROSEMPA was supported by a different set of institutions (including the National Seed Council) but also made use of concepts developed by SEINPA. SEINPA and PROSEMPA have a mandate for wide scale seed system development, while FORTIPAPA and PROINPA are basically research institutions.
