Abstract
Development models of electronic government (e- Government) in the municipalities have been raised to simplify and improve operations between government and citizens. In this paper we analyze the development models implemented in municipalities especially of Latin American countries, highlighting the main differences between them. The review of the literature is basically related to the identification of attributes, components or services (e-services) offered to the citizen, based on a model to measure the progress of e-Government initiatives in municipal environments. Successful models around the world show significant progress in terms of citizen satisfaction, reduced bureaucratic attitudes in public institutions and a significant saving of resources that can be allocated for other purposes. The e-Government is more than a website, email, or processing transactions via the Internet; since, it has added new concepts such as transparency, accountability, citizen participation in the evaluation of government performance.
