Abstract
The general objective of this article is to analyze the public policies on intellectual property of Peru, in order to propose a scale for its measurement at the level of higher education. It is a study based on the hermeneutical historical paradigm of qualitative-quantitative approach. The investigation is descriptive, a document and legal information tracking has been done in the field of intellectual property. The variable under study is theorized, creating a construct of it and establishing a contextualized concept to the current conjuncture; dimensions of knowledge about intellectual property, drafting standards and citations are considered. The results indicate that the intellectual property written properly is referred to the copyright; however, it is only one part since it covers the right of work’s ownership by the author; which has its genesis when it materializes. Based on this, a measurement scale is proposed, subjecting it statistically to reliability using the KR-20 = 0.870 statistic, which is high. It is concluded that the mechanisms implemented by the Peruvian State-that protect the author-must be better coordinated and implemented.
