Abstract
The mobile health (mHealth) can facilitate access to health services in Latin America. Therefore, deepen the process of software development in this domain area has become a key issue for the success of mHealth software development projects. This paper defines a set of issues of interest for mHealth software development teams, organized in three dimensions: Processes, Products, and Actors. The issues are based on Software Engineering knowledge areas and are derived from best practices in mHealth apps and projects, with the aim of providing scalability and sustainability of mHealth apps. The issues were inspected through a project of a public health institution in the Andean Region, in which doctors and engineers interacted positively in a mHealth app development context. The software engineers and doctors confirmed the importance and relevance of the issues and raised the convenience of measuring each of them. In this way, the proposed issues can be used to evaluate the performance of mHealth projects throughout their execution.
