A turbulent international arena and difficult circumstances within Latin America itself present both a crisis and challenge for the region. Social pressures, economic constraints, political uncertainty, cultural change and vulnerable ecosystems would seem to indicate a pessimistic view of the region's future-but within these same issues lie possibilities for positive advance, particularly if economic, and scientific and technological opportunities are grasped. © 1989.
