The e-government development models have been proposed to simplify and improve operations between public administration and citizens. From the comparative analysis of e-government development models, the aim of this paper is to determine an integral model that meets the requirements of municipal governments. For which the most used additional e-services were considered by maturity levels in models implemented especially in Latin American countries. It also determined the most important cities worldwide in the offer of e-services to citizens. The result is a new conceptual model of e-government that considers the most used e-services and that were not considered in previous models.
