Abstract
The function of the municipalities in the Peruvian State is to provide an adequate service through their public entities to the entire community that belongs to their jurisdiction. However, this is not done efficiently since the necessary information is processed involving some manual work. E-Services are an alternative for this issue, part of the Electronic Government referred to municipal services provided through the web of the entity. E-Services allow to increase their efficiency, effectiveness, reduce the workload and improve their transparency in front of the community. Despite this alternative, many of the local governments have an e-Government level that is not appropriate, as there is no strategy to identify and implement them. This paper proposes a model for the implementation of municipal eServices for urban district municipalities based on good practices of TOGAF ADM and aligned with Peruvian laws. An analysis of the current process was carried out and the process was identified, including eServices, and functional prototypes were generated. With the help of expert judgment, it was determined that respondents consider the proposed model as an incentive for the implementation of municipal electronic government.
