Abstract
As of 2007, Peru was ranked 91 of 125 in infrastructure according to the global competitiveness index; This led to the creation of the tax works mechanism, allowing private companies to finance and execute projects charged to their income tax with transparency, guaranteeing cost-efficiency, predictability in terms and costs, and complying with a process established in the law. This mechanism has become a successful tool and has, in 2019, more than S/4,664 million invested closing infrastructure gaps, which has been replicating in other Latin American countries. The article documents the project management model of Cía. Minera Antamina during the last 6 years, which as of December 2019 effectively executed a portfolio of 48 projects and an investment of S/970.5 million (US $ 290 million), based on transparent processes, active citizen participation and compliance with deadlines as allies to different public entities. This model has been generating positive results such as: transfer of capacities, important and effective investment of resources in the Ancash region, the increase of 25% of the HDI - last 5 years (greater than its similar ones from other areas in the region), directly favoring 130,000 citizens.
