Abstract
In Peru, municipalities are organs of local government, which emanate from the popular will, which is why their connection with it is one of the pillars of democratic life. This work aims to determine the influence of governance and citizen participation on local development. The work was basic, explanatory level and non-experimental, cross-sectional design. The instruments were two questionnaires (Governance and Citizen Participation) whose reliability was obtained by Cronbach’s Alpha (, 944 and, 854 respectively). The sample was 243 citizens. The results showed that governance has a greater influence than the citizen participation on the perception of district development. The need to implement corrective mechanisms for the substantive improvement of citizen participation is concluded.
