This paper examines several case studies both successful and unsuccessful from Peru in order to derive some suggestions that may have relevance to other underdeveloped countries. Many such countries face similar conditions which are different from advanced industrialized countries during the introduction of operations research/management sciences (OR/MS), and the Peruvian experience might be of direct interest to them.
