Abstract
Shared access to the Internet is a resource that is growing in popularity, even in rural areas of the United States and Europe. The names given to shared access initiatives vary and often reflect the intentions of their promoters. In Peru the Peruvian Scientific Network is trying to use Cabinas, public access computer centres, to expand the Internet user universe. At the same time, to make the most of their facilities, they are offering training courses on information technologies, providing instruments for the development of contents, improving local skills, etc. In fact this shared access facility is becoming so popular the centres are now becoming know as MCTs: Multi-purpose Community Telecentres. What do these Multi-purpose Community Centres consist of? Using the Peruvian Cabinas as an example, there is usually a Local Area Network connected to the Internet through a dedicated line. Mirror copies of the most important national Websites are made, so that it is not necessary to leave the local network to visit these sites. The centres are usually equipped to provide telephone access to community members and organizations if there is a demand. In areas where dedicated lines are not available, access is by telephone, in which case international navigation is impossible - surfing needs a permanent connection between the MCT and the Internet. Normally, these centres are associated with larger ISPs that provide them with technical support.
