Abstract
The dispertion of laws and normatives about renewable energies in the Peruvian case is an obstacle for a more dynamic regional development, for the delay, obsolescence and scarcity of these norms. The methodology consists in the revision of the normative about renewable energies, analizing their impacts at the regional level. The results of the research conduce to have important inputs for a renewable energy policy and a coherent planning of the research and development in renewable energies.

For its part, the DREM of Ucayali through Regional Directorate Resolution N° 115-2018-GRU-GR-GGR-GRDE-DREM [24], established: “Approve the Environmental Impact Statement of the Project Improvement of the Electric Service Through Solar Power Plant - Wind in the Locality of Masisea - District of Masisea - Province of Coronel Portillo - Department of Ucayali owned by the Regional Government of Ucayali". This declaration of environmental impact that is a power of the DREM approves the environmental viability of this project that will allocate 500 kW peak and that will be implemented with funds from the region. Also with regard to research, this same decree expresses that "The National Council of Science, Technology and Technological Innovation (CONCYTEC), in coordination with the Ministry of Energy and Mines and the Regional Governments, will implement the corresponding mechanisms and actions to the development of research projects on renewable energies, promoting the participation of universities, technical institutions and development organizations specialized in the subject". However, little progress has been made in renewable energy research at the national or regional level.
