; ; ; ; ;El modelo económico peruano de las últimas tres décadas se ha caracterizado por una fuerte apertura comercial que permitió incrementar la productividad, atraer inversión extranjera y reducir la pobreza. Sin embargo, en un contexto global marcado por guerras comerciales, tensiones geopolíticas y la incorporación de objetivos no económicos en la política comercial, como la seguridad nacional, la resiliencia de las cadenas de suministro y la sostenibilidad ambiental, el Perú enfrenta nuevos desafíos para sostener su inserción internacional. Este documento analiza la evolución de la política comercial peruana, desde la liberalización unilateral de los años noventa hasta los acuerdos bilaterales y plurilaterales actuales, y examina el impacto de estos objetivos sobre las dinámicas de comercio. Finalmente, se plantean cinco ejes estratégicos para contrarrestar la crisis de la globalización: estabilidad macroeconómica y confianza de inversionistas, competitividad sistémica, una estrategia comercial y de defensa frente a shocks externos, desarrollo sectorial con visión de largo plazo y una gobernanza sólida basada en un pacto público-privado. Estas acciones buscan asegurar que el Perú no solo mantenga su apertura, sino que la convierta en un motor de sofisticación productiva, resiliencia y crecimiento inclusivo en un entorno global cada vez más complejo. -
Institution PublicationA CFD Analysis of Water Jet Uniformity Using Oscillating Interior Atomizers for Insulator Cleaning(Springer Science and Business Media Deutschland GmbH, 2023-01-01)
;Anco, JosueBorda, ClaudiaThis article proposes to carry out a CFD analysis of the uniformity of a demineralized water jet through a mechanical design of a fluidic oscillating nozzle for washing insulation chains in high-voltage towers. According to various studies, the atomizers have different spray patterns, for example, full cone, hollow cone, and flat curtain, depending on the need of the project. In this study, the importance of the process lies in achieving the uniformity of the water flow at a distance of 2 to 3 m from the tower and at a pressure of 100 psi in the pipe to guarantee efficient, rapid cleaning and at the same time save money, water, and energy resources, since currently, the insulator cleaning activity could take between 4 h and 2 days, depending on the method to be used. In this sense, comparisons were made, in terms of speed and uniformity, with other structural methods that produce oscillations in the water jets to determine the efficiency of the vibrational structure designed for this study. In this aspect, the fluid mechanic calculations were carried out, as well as the simulation of the design of the new nozzle to obtain a minimum impact speed of 25 m per second. The geometric and mesh designs of the nozzles under study were carried out in the Ansys Spaceclaim and ICEM CFD software. Likewise, the results of the simulations were shown using the ANSYS Fluent software. -

; ;Reisman, Matthew ;Banburski-Fahey, Andrzej ;Dewell, Larry ;Poggio, TomasoBraun, DagenThe Intelligence, Surveillance, and Reconnaissance (ISR) community relies heavily on the use of overhead imagery for object detection and classification. In these applications, machine learning frameworks have been increasingly used to assist analysts in distinguishing high value targets from mundane objects quickly and effectively. In recent years, the robustness of these frameworks has come under question due to the possibility for disruption using image-based adversarial attacks, and as such, it is necessary to harden existing models against these threats. In this work, we survey a collection of three techniques to address these concerns at various stages of the image processing pipeline: external validation using Activity Based Intelligence, internal validation using Latent Space Analysis, and adversarial prevention using biologically inspired techniques. We found that biologically-inspired techniques were most effective and generalizable for mitigating adversarial attacks on overhead imagery in machine learning frameworks, with improvements as much as 34.6% over traditional augmentations, and 80.4% over a model without any augmentation-based defense. -

; ;Orteganvidal, A.Salazarnvasquez, F.This work employs a LQR (Linear Quadratic Regulator) predictive control as well as a LQR controller to control the angular servomotor positions of a planar robot of 2DOF (2 Degrees of Freedom). The goal of such a pantograph type robot is to manipulate the X-Y positions of a 4-bar linkage end effector using two rotary servo base units connected to two revolute joints. Three unactuated revolute joints complete the five links of the robot. Experimental results demonstrate that the LQR predictive controller performs better than the LQR controller, because the former controller is able to diminish the steady-state error between the Cartesian coordinates with respect to the desired coordinates. -

Institution PublicationAdolescent sexual and reproductive health and rights in El SalvadorDespite international support for adolescent and youth sexual and reproductive health (SRH) and rights (SRHR) (for example, the 1994 International Conference on Population in Development), young people consistently face high levels of unmet need for contraception, unplanned pregnancies, unsafe abortions, sexually transmitted infections (STIs), and maternal mortality and morbidity. At the global level, adolescent females 10 to 14 years of age are twice as likely to die in childbirth as adult women, and half of all new HIV infections occur in young people between 15 and 24 years of age (Pathfinder International, 2011). Young people, particularly adolescent girls and young women, continue to face challenges in meeting their SRH needs and rights, impeding their ability to contribute to the country’s development. Within this context, the World Bank conducted a quantitative and qualitative study in El Salvador to understand how the country is addressing adolescent SRH and SRHR, among 1,495 adolescents 10 to 19 years of age. The study was funded by the Nordic Development Trust Fund (NTF) within the Bank’s Operations Policy and Country Services (OPCS) Unit’s knowledge and learning program. The study aimed to: (a) evaluate associations between adolescent SRH, human rights, and economic development among adolescents and youth; (b) assess the operational implications of integrating human rights instruments into SRH services; and (c) systematize and disseminate the results of these activities in order to support a regional and multi-sectoral dialogue on adolescent SRHR. This knowledge brief summarizes the results of this study.

Institution PublicationAdolescent sexual and reproductive health in Dhaka's slums, BangladeshAdolescents around the world face tremendous challenges to meeting their sexual and reproductive health (SRH) needs. Inadequate access to health information and services, as well as inequitable gender norms, contribute to a lack of awareness about puberty, sexuality, and basic human rights that can have serious implications on their health and welfare throughout the rest of their lives. These underlying factors lead to high rates of early pregnancy, sexually transmitted infections (STIs), sexual violence, and early and forced marriage globally. Research has found that adolescence is a profound and complex stage of life that influences future health outcomes, attitudes, and behaviors. Using a life course-perspective requires understanding the relationships between early childhood health and development and its effect on adolescence; the importance of biological changes, cultural traditions, and social norms associated with puberty; as well as the influence that social determinants have on adolescents’ up-take of health-related behaviors. To improve and promote adolescent health, development and well-being, it is also important to acknowledge the broader policies and environment in which they live, learn, work, and form relationships (Sawyer 2012).

; ;Marinda, Edmore ;Saadat, SeemeenOluwole, OdutoluNigeria is the most populous country in sub-Saharan Africa. It also has a very young population. The majority of the population is below the age of 25 years, with 22 percent of the country s population between the ages of 10-19 years. Data on sexual and reproductive health (SRH) outcomes in Nigeria highlight the importance of focusing on adolescents. At 576 maternal deaths per 100,000 live births, Nigeria accounts for roughly 14 percent of the global burden of maternal mortality (DHS 2013/WHO 2014). Global evidence shows that young girls bear a higher burden of maternal mortality and morbidity. Data show that the average age at sexual debut is roughly 15 years of age among adolescent mothers in Nigeria (DHS 2003, 2008, 2013). This note presents the findings of a recent study on Nigeria that examines determinants of adolescent sexual behavior and fertility, with a narrower focus on knowledge, attitudes and behaviors of adolescents aged 10-19 years old in Karu Local Government Authority (LGA), a peri-urban area near the capital city of Abuja. -

; ; ; ; ;Campos-Flores, G. ;Castillo-Herrera, Alberto ;Diaz-Silva, ValeriaObeso-Obando, AídaThe aim of the present work was to evaluate the feasibility of passion-fruit shell (PFS) biomass as adsorbent material to remove heavy metals from contaminated waters. Model mediums were used, which were composed of distilled water and the respective metal: lead (Pb), chromium (Cr) and copper (Cu), with a dose of 10g of dry PFSbiomass per liter of medium. The residual concentration of each metal was determined by Atomic Absorption Spectrophotometry (AAS). A good adsorption capacity was exhibited by this agro industrial waste, achieving removal levels of 96,93 and 82% for Pb, Cr and Cu, respectively. In addition, the results obtained showed an adequate fit to the Freundlich model (R2 > 0.91), on the basis of which, the following values of adsorption capacity (k: 1.7057, 0.6784, 0.3302) and adsorption intensity (n: 0.6869, 2.3474, 1.0499), for Pb, Cr and Cu respectively, were obtained. Our results suggest that Pb, Cr and Cu ions can be removed by more than 80% by using this agro industrial waste, which with a minimum treatment could be used as an adsorbent material in the treatment of metal-contaminated waters.

education to their children to their impact on other women reflect female empowerment. In Cañete province, a professional training centre named “Condoray”, was chosen for the analysis. The objective of this paper is 1) to gain a better understanding of the relationships between empowerment indicators and 2) to characterize clusters of different rural promoters of the Condoray Institute under the background factors that affect them. A survey was developed and administered to a sample of 31 female rural promoters in February 2015. By means of a Principal Component Analysis (PCA), three main pathway matrixes of female empowerment were extracted: material, relational and perceptual. Additionally, rural promoters were profiled through three clusters: “traditional”, “contemporary” and “modern”, with relatively similar socio-economic characteristics but different evaluation methods
towards the three pathway matrixes. The Condoray Institute should target different training programs according to their different profiles and needs in order to be disseminated in their communities. To add, it is considered relevant to expand the knowledge to other women who live in distant districts of the Cañete province. -

The project employs the 5S methodology, a Japanese approach to quality management based on five principles: Seiri (sort), Seiton (set in order), Seiso (shine), Seiketsu (standardize), and Shitsuke (sustain). This approach is used to improve workplace organization, operational efficiency, and thus, productivity. Additionally, the project uses Business Process Model and Notation (BPMN), a business process modeling technique that allows for the graphical and standardized visualization of business processes. BPMN is used to identify and optimize key processes that affect the company's sales and profitability. -

; ; ;Fernández-Merino, María ElisaAguilar-Portilla, Pamela ArleneThe main objective of this research is to analyze the failures in production that cause monetary losses in order to minimize them and generate maximum profit in the company Pastelpan "Los Jardines", Trujillo, 2022. The current situation of the company was analyzed, conducting an in-depth study; thus obtaining four main root causes that generate economic losses in the company. Among the main causes that negatively affect the company we have: The lack of supply of stock of cakes, lack of training to operators in production, deficiency in the production cycle and lack of proper maintenance of equipment. The research proposed the use of engineering methodologies to implement in the quality area, which are: Quality House (QFD), Failure Mode and Effects Analysis (FMEA) and Six Sigma - DMAIC. These tools will allow us to improve the operating process, ensure that products are manufactured consistently and on time for customers, avoiding defects and their high costs. In the results, the continuous improvement plan was evaluated through economic indicators, obtaining an Internal Rate of Return of 65.89%, higher than 20% of the discount rate. Likewise, the economic/financial evaluation was carried out, resulting in an NPV of S/24,914.3, higher than the initial investment of S/15,330.00, thus concluding as an effective proposal, establishing the viability of the investment in three years.

Institution PublicationAnálisis de rentabilidad de la implementación de un edificio inteligente y ambientalmente sostenible sobre una red IP convergenteEl presente trabajo de tesis aborda el estudio de distintas soluciones de TI que tienen un impacto en la optimización del consumo eléctrico de edificios empresariales en el Perú. Se plantea el uso de una arquitectura de red ambientalmente sostenible, basada en el protocolo de comunicación IP, denominada Green-IP. Esta arquitectura estará compuesta por un conjunto de soluciones especialmente seleccionadas, que permitirán optimizar el consumo energético en un Edificio Inteligente. En el primer capítulo se expone el Planteamiento del Problema, en el cual se hace hincapié que el consumo masivo de energía en las ciudades genera un impacto perjudicial al medio ambiente, lo que ocasiona efectos negativos al planeta y a sus habitantes como variaciones drásticas del clima, destrucción de ecosistemas, desaparición de glaciares, enfermedades, inestabilidad económica, entre otros. Se identifica que una de las industrias que realiza mayor consumo energético es Bienes Raíces, especialmente los edificios y que el equipamiento de TI representa un consumo muy representativo en cada uno de estos edificios. En el segundo capítulo se describe el Estado del Arte y la definición de los Edificios Inteligentes. Además se especifica cómo generan valor y aumentan los beneficios de una organización. Los principales beneficios se categorizan dentro de los social, económico y tecnológico. Cada uno de estos beneficios se desarrolla en detalle. Adicionalmente, se describen las características del edificio que servirá de estudio en el presente trabajo, en base a estudio de edificios localizados en Perú, Canadá, Ecuador, Venezuela, Argentina, Panamá y Uruguay. En el tercer capítulo se realiza el Diseño la Arquitectura Green-IP en base a soluciones específicamente seleccionadas y que utilizan el protocolo de comunicación IP. Aquí se detalla cómo se pueden integrar múltiples sistemas empresariales y propios del edificio (sistemas de control, automatización y climatización) para optimizar el consumo energético. Esta arquitectura se basa en una única red IP convergente que sea capaz de interconectar y energizar todos los componentes del edificio, optimizando el consumo energético y reduciendo costos de equipamiento e implementación. En el cuarto capítulo se detalla la aplicación de la Arquitectura Green-IP y Optimización Energética, donde se muestra en un diagrama esquemático el alcance de conectividad, y consecuente ahorro energético, de la red LAN/MAN/WAN. Además, se detalla el ahorro energético logrado por cada una de las soluciones del edificio caracterizado para el estudio y la estimación del ahorro total en todo el edificio desde la perspectiva Inteligente en comparación de la tradicional. En el quinto capítulo se describe el Análisis de Rentabilidad de la implementación de un Edificio Inteligente y Convergente. Aquí se detallan los resultados sobre la conveniencia, o no, de realizar una implementación de este tipo en el Perú. Finalmente, se brindan las conclusiones y recomendaciones que han sido resultado del presente trabajo de tesis. Adicionalmente, se incluyen el Anexo 1, donde se detalla la información que se recabó en el estudio de campo realizado a dos edificios corporativos en San Isidro y San Borja en Lima, Perú.

However, the low capacity at the stations and the high demand of the system increases the respiratory diseases risk caused by the interaction between pedestrians. This article proposes to make the main access point an entrance only and the access point at the opposite end of the platform an exit only, allowing one-way walking paths. This research is focused on the reduction of conflict points between pedestrians generated by walking flows in opposite directions. A BRT station located in the city of Lima was used as a case study for the investigation. It was identified for the peak hour that the area with the highest pedestrian interaction occurs in the station platform and boarding areas. The efficiency of the proposal is validated by using the Viswalk software. The results obtained show that the conflict points decreased by 68.5% and the pedestrian density by 45%. From that perspective, the pedestrian flows were optimized, and the risk of respiratory diseases was reduced. -
Institution PublicationAnalysis of the health network of Metropolitan Lima against large-scale earthquakes(Springer, 2021-05-21)Barrera, JohnPeru is a highly seismic country located in the Ring of Fire, making it vulnerable to earthquakes and tsunamis. In the present work, we examined Lima’s health system capacity from three different and complementary points of view. We first analyze the Hospital Treatment Capacity (HTC) of 41 hospitals of II and III categories from EsSalud and MINSA in Lima, Peru. Second, we computed the hospitals’ coverage area and their citizens’ health demand as the aftermath of an earthquake of 8 Mw magnitude. Finally, an accessibility simulation to reach the hospitals was performed, taking into account real traffic jams conditions and street degradation. This document aims to provide elements for the strengthening of the Peruvian fragile health system.

Institution PublicationAnalysis of the Scope of the OAS's Cybersecurity Development(Springer Science and Business Media Deutschland GmbH, 2026-01-01)González Aguilar, HugoThe purpose of this paper is to analyze the OAS's approaches or proposals on cybersecurity that are currently relevant in the context of ICTs. A documentary analysis was conducted of thirteen texts published on the OAS website from 2000 to 2024. The main categories were established: training or education, establishment of partnerships, systems approach to cybersecurity education, objectives and activities of the CICTE program, problems and recommendations regarding attacks, the cybersecurity labor market, the role of governments in the region, the proposal for a national cybersecurity strategy, women's cybersecurity in the context of COVID-19, the promotion of cybersecurity funds, and online gender-based violence against women, among others. It is concluded that this organization focuses on education, training students from basic to higher education to develop their skills or competencies in cybersecurity to safeguard the data or information of individuals or institutions. It also proposes its funding and practice in the development of democracy.

These difficulties must be solved to subsequently implement an adequate service model according to the organization, as are also the other frameworks, ISO/IEC 20000, COBIT or CMMI-SVC, which learned the service life cycle in order to provide a greater value to the business. In the development of this research, areas, interdisciplinary groups and tools are used that satisfy the problem of complex relationship between business and technology. For this reason, we classify the studies into three categories, which closely depend on the needs and solutions that organizations require regarding the implementation of ITIL. As a result, it was obtained that in three years there was an increase in the implementation of the ITIL framework, as well as the good Management of information technology services.

; ;Tani, MasanoriNishiyama, MinehiroThe experience of large earthquakes in the last decades has indicated that reinforced concrete structures under large inelastic deformations are also likely to retain considerable residual displacement. The presence of large residual displacements leads to undesirable final performance. Therefore, the development of methods to predict residual deformation in reinforced concrete structures represents an important challenge. The objective of this study is to evaluate the progress of residual deformations in flexural-dominant cantilever walls subjected to cyclic loading. Two types of walls were examined in this study: one (BC) with boundary columns and the other (NC) without any, but with confinement at the sides. Nonlinear finite element analyses were used to assess the residual displacements in the concrete walls. The finite element models were able to capture well enough the cyclic behavior and the residual deformation of the studied walls. A parametric analysis was carried out for some parameters such as axial load, boundary confinement reinforcement and boundary reinforcement ratio. Furthermore, the effects of boundary columns were also discussed. The results showed that the axial load level on the walls had a substantial influence in the magnitude and progression of residual deformations. It was observed that boundary reinforcement content also affected the progression of residual drifts. On the other hand, it was noted that spacing of confinement reinforcement has little influence on formation of residual drifts.
